Should I put rocks or mulch around my plants?

I have two 6×6 areas in my front yard, one on each side of the porch. My husband wants to fill it in with rocks and use barrels for plants. I want to plant a mixture of hostas, day lilies, echinacea, etc…color! He doesn’t like the wood chips, and I hear rocks are hard to clean out when it starts getting dead leaves and petals. What do you recommend? Any pictures or ideas to share? What about keeping weeds away?

I want to redo my small pond with rocks. saw on tv about a product put on to chicken wire which is molden to the shape that you want. then you brush this product and paint color of choice. it can be left out in the weather–rain and snow. but i didn’t get the name of the product.
