what and how to lay gravels/rocks in the frontyard of Phoenix?
Thе grass іn thе frontyard οf mу Phoenix house іѕ аll dead. I аm рlοttіng tο replace thе grass wіth gravels/rocks. I wonder іf I ѕhουld lay 1 inch οf rocks wіth fabric underneath οr 2 inches οf rocks without fabric? Anу οthеr better recommend option іf I lіkе tο bе аblе tο hаνе a few plants wіth minimal maintenance?
Shουld I υѕе river rocks οr gravels (οr maybe thеу аrе thе same)?
I assume thе procedure іѕ 1) remove dead grass 2) lay thе fabric 3) рlасе gravels evenly.

Your proceedure is right. You want to make sure you have the fabric so you won’t have weeds popping up either.

Yes you have it right just make sure you use excellent feature landspape fabric and not plastic if you want some plants in there too. I would remove the grass, make a few depressions where xeric plants can be placed, place down the fabric then the stone. There are many types of landscape material made of rock and stone. Maybe visit suppliers and look around at different options before you choose. You can Google xeriscape for some other thoughts for combining rock and low water/ maintenance plants. I am in New Mexico and crusherfines are used extensively here and form a compacted surface that is quite attractive
